Research On Modern Distance Education For Rural Party Members And Cadres System Construction

In recent years, to improve rural party members', cadres' and peasants' comprehensive quality, building a new socialist countryside, The Central Organization Department generally carried out construction of Modern distance education System for rural party members and cadres system construction in rural areas throughout the rural country areas. The system construction have three kinds of technical models, namely: cable TV mode, satellite mode and telecommunications mode (IPTV), in which telecommunications mode have more technical advantages than the other two modes, such as small investment, strong interactive, and flexible content inserting... So this mode was adopted in most provinces in practice, and was build by the telecommunications operators which have network resources advantages and strategic transformation needs.This thesis uses many methods to show the author's opinion, including theory research, case research, survey research. Firstly, the thesis elaborates the system construction's special political significance and background of the times, analysis the need of rural party members, cadres and peasants. Secondly the thesis combines with domestic IPTV building deeply analyzes the current IPTV value chain. And lastly, the thesis learning from Hebei province system construction case, analyzes the key system technology and development direction.The thesis is full of foresights, and research from the perspective of the followings: project-specific political significance, the rural market demand, industry value chain, the development trends of new technology. The thesis analyzes and collects the system's construction mode, management mode, business mode , then provides realistic cases and decision-making support for the rest not have carried out system construction region of the country. The thesis analyzes degree of new technologies' (such as IPTV, distance education) standardization, maturity , controllable, appliance, then provides some reference to the government and telecom operators in the future technology choices.
