International institution is the core concept to the neo-liberal institutionalism, and in recent years it has become a Hot issue in international political research. International institutions are formed for international actors to coordinate their actions, to achieve common interests. On one hand, it has positive significance in promoting international cooperation, and build the international order; On the other hand, because of the international anarchy, the roles of the international institution are often restricted.In the understanding of the world's political philosophy, the neo-liberal institutionalism is different to the traditional realism . Neo-liberalism believe that traditional realism'world political theory is a "boring science," and it sees the world's political power games as simple battlefield full of war and the constant cycle of the conflict . neo-liberalism believes that world political has the strength of evolution and progress .It upholds liberal economics advocating that with the expansion in trade and the strengthening of contacts, through the international institution establishment and international institutional arrangements, the world political situation will be progress towards the direction of evolution. Peace and human welfare can be protected.The neo-liberal institutionalism pointed out in an increasingly interdependent world, the international institution is becoming more and more important, but it "works" is a testament about "works" ,it neglect the normative sense. It failed to give full consideration to the distribution and justice issues. Existing international regimes often determine "who at what time, what can be, how to get", the international community defines the basic property rights, It is an important fringe cause for a weak country's mandatory and suppression . In this sense, the neo-liberalism tells us the significance of "formed" in the world political ,and in the same area from the anti-remind it tells us that the 'conversion "issue in world politics is more urgent.The article is divided into three main parts:The first part focused on the concept of the international institution﹑ characteristics and functions.First, a comprehensive analysis of the various schools on the international institution on this concept. From the concept of the origin of the international institution - the institution, finally I chose Robert. Keohane concept. International institution means that the "provisions of the role and limitations of the expected shape and the persistence of a series of interrelated (formal and informal) of the Rules."Secondly, as an international community of norms and structure of the main characteristics of the international system. And I points out that the characteristics of the international institution: 1﹑ international institution has an inherent level of integrity .2, the international institution embodies the unity of subjectivity and objectivity; 3,it is authority for the participants in the international system; 4, the international institution proceeds normally only available to its members.It's about the function in this final part. "Like imperfect market, the world's political essence, the system has a lot of flaws, shortcomings of these systems hampered mutually beneficial cooperation between the emerging." The international system's main features are: 1, the provision of public goods; 2, lowering transaction costs 3, shape the results and expect to maintain the continuity of international relations; 4, the international institution help to improve the current world political and economic development unbalanced situation. Concluded that institutionalized survival is a very important means of survival.The second part focuses on the relationship between international institution and hegemony (in particular the United States hegemony) . The United States system "hegemony" (institutional hegemony) contains two meanings: the first is the international institution and the pursuit of the United States to maintain its hegemony in the strategic way Secondly, the international development system as structural factors and power factor, thus becoming the United States hegemony component.The third part is the center of this paper. there are many brilliant exposition on the limitations of the international institution.The existing international institution should be reformed This article'main idea is the reform of the international institution on some assumptions. The reform of the international institution should under the democratization of international relations as the guiding principle, with the United Nations as an example. The reform of the international institution of justice should pay attention to the maintenance and upgrading. how to strengthen its function? First, the international system should avoid the pursuit of narrow interests. Second, the major powers in world politics is still an important feature of international politics. Third, we should strengthen the authority of the international function . Fourth, the developing countries should seriously study the existing international system. Fifth, the future of the international institution must be effective by according "interdependent culture" .Although the need of the realization of international justice is a long historical process, the development of the international institution must be full of twists and turns and perfect and even retrogression, but, by its nature the international institution is negative to the hegemony, which is the pursuit of lasting peace and common prosperity beneficial exploration. As long as human pursuit of peace and development of the embedded, the international institution will become increasingly demonstrated its vitality, and thus the international community is towards the development of order .
