| With the development of our government govern theories, such as"people oriented","govern in favor of people","harmonious society", different levels of governments pay more and more attention to public performance's theories. Thus evaluation of public programs which base on public goods and public service becomes a focus of academic researches for many scholars. Practices of China and western countries proved that establishment of effective post-evaluation system for public program could improve scientific decision-making abilities and program performance. Post-evaluation of public program is a systematic project. Hereinto the core of performance evaluation is the construction of evaluation model. This article takes reference of related classical theory models of post-evaluation, summarizes latest foreign practical evaluation models, analyses domestic evaluation model, sorts out basic principles of evaluation models construction and tries to give some suggestions on establishment of a systematic and scientific post-performance evaluation model for public programs which is suitable in China.The whole dissertation consists of three parts:Chapter one is the basic theories,which starts with basic conception of public program ,summarizes characteristics of public program post-evaluation after the comparison of vary performance evaluation and elaborates the necessity and feasibility of the post-evaluation for public program in terms of Chinese situation.Chapter two is the introduction of theory models and practice development in post-evaluation. Firstly, it analyzes the classic models of theory, then summarizes the advanced practical experience of western countries in combination of Chinese situation, and finally concludes basic principles of construction of evaluation model.Chapter three is about the model construction and process control. The chapter starts with following five aspects: the spirits of targets, types of evaluation substances,evaluation targets, methods of design targets and technical targets. And then the chapter puts forward some suggestions on how to provide public programs with organization and procedure guarantee. |
