Along with the society's development, modern international world pay more and more attention to human rights which is a general form of rights. Some scholars believed that the questions of human rights have already exceeded the national boundary to become a global question and human rights does not have national boundary and it is more important than national sovereignty. To respect and protect human rights has not only become an international society's mutual recognition, but become a confirmed principle of legality for every sovereign state, and gradually enters from the field of domestic law to international law, thus formed a international question of human rights. However, how to realize the human rights actually is a long and difficult historical process. This paper keys on the concept, essential content and dual attribute of human rights,together with the safeguard system of human rights, and it also studys and summarizes experience lesson of various countries constitution system, to reach the lofty goal of "enable all the people to enjoy human rights fullly"...
