On Citizenship

Democracy is a common goal of all mankind, and democratization an important part of the modernization of politics. However, it is the sovereignty in the people that is the basic meaning of democracy, the democracy has the intrinsic value and the tool value; therefore it is a goal which we pursue. But all we need some conditions if we want to guarantee its existence and consolidation of the democracy, which is very important of the conditions is citizenship—the citizen qualifications, citizenship includes the civil rights, civil ideology and civil ability, which is three parts. It is civil rights that is stipulated by the national constitutional government system, and it is civil ideology and civil ability that is limited by the citizen own. The civil ideology include civil awareness of right, civil awareness of responsibility, civil awareness of rule, civil awareness of rationality, civil awareness of tolerance, civil awareness of compromise. It is citizen ability which includes political knowledge, the ability of handling information, social capital and so on. Because our country is being in the political reforming time: through the political reforming our country can realize from the totalitarianism to the authoritative principle transition, finally transforms to the democracy political system, therefore, at present we can't feel optimism to the constitutional government system, citizen ability and citizen realize the present situation. The goal pattern of China democratic political development should be a system of grass-roots democracy, constitutionalism democracy, within-party democracy and deliberative democracy, That is to say we need to strengthen our country citizenship in the system, political participation and civic education, if we want to give citizenship to provide the good seedbed, and thus to advance our democratic advancement.
