A Study On Citizen Participation In Crises Management Of Our Government

Under the background of building harmonious society and making serving government, the study on citizen participation in crises management of our government has the practical significance of keeping consistent with our time and society. By analyzing the theories and examples about crises management and citizen participation, the current situation of citizen participation in crises management of our government can be got. At present, citizen participation has brought certain effect in crises management of our government. On every stage of crises, citizen participation has improved the society's overall ability of answering crisis and has decreased loss greatly that crisis may bring. But, citizen participation in crises management of our government is still very insufficient. Therefore, educational circles require making measures that perfect citizen participation to adapt the crisis needs and make up the insufficient ability and make order and free unify in crises management of our government. By studying lots of documents, analyzing crisis situation and drawing advanced theory and experience from other countries, writer tries to contribute wisdom and sweat to work hard for this study.First, this thesis analyzes all participator. According to the theory and practice, the participators in crises management of our government include citizen individual, community, NGO, organization and medium. These participators all exist some outstanding problems. The civil participation consciousness and ability are weaker. Community participation is restricted because the short of system and mechanism. The effect of NGO can not bring into play sufficiently because the reason of the government management system. The organization does not have detailed participating plans. The medium can not effect sufficiently because it can not work together with the government effectively. Although there are so many problems, finding problems is the premise condition of solving problems. Finding problems is the basis of the next study. The main purpose of this thesis is to find the problems that the participators have and to find rational and feasible solving measure. The government needs to create good outside environment to guarantee the effective development of citizen participation. The development of civil participation consciousness and ability need the help of elementary education. So the government should put the education of crises management into the system of popular education and develop the civil participation consciousness and ability by education and training. The effect of volunteer organizes should be brought into full play. The government should use the effective participation mechanism of other countries to help community build useful participation mechanism. The government should use the effect of the organizations sufficiently in crises management. There should be center and detailed participation plans of crises management. To use the effect of the medium, the government should try to build good relationship with the medium. The government should reinforce the regulation and controlling to the medium and bring the government supervision to the medium into play sufficiently.By analyzing, it can be found that the potential of citizen participation in crises management of our government is large. The government and the society need to work hard together to bright these effects to play sufficiently.
