| With the accelerating process of urbanization in China, a large of rural population has transmitted to urban cities. A sharp increase in the number of urban population and rapid expansion of urban scale brought about many new problems and challenges to urban management. In order to solve the problems of urban management, expand citizen participation is an inevitable choice. Since the reform and opening up, all levels of government to actively encourage and promote citizen participation in urban management, and achieved some success. However, the breadth, depth and validity of citizen participation in urban management is not satisfactory. How to promote citizen participation in urban management and effectively enhance the level of urban management, the theorists and city managers need to seriously consider and study the major practical problems.In this paper, on the basis of a lot of reading literature, summarizes the concerned citizens at home and abroad to participate in the theoretical research results. Combined with China’s basic national conditions and the actual situation, this paper obtain a more comprehensive and in-depth research on citizen participation in China’s urban management. The paper can be divided into four parts. The first part is introduction, the main content includes analysis of the background and the significance of topics, research status, research ideas and methods, research and innovation. The article aims to show the structure and level in front of readers. The second part described the details of the relevant concepts and theories, which including the definition and content of urban management, the content form and way of citizen participation and the content of deliberative democracy theory as the theoretical basis for citizen participation, and also emphasized the importance of the citizen participation in urban management activities. The third part of the survey is based on the participation in urban management to the residents of Jining City, Shandong Province. In this part, the author has described the problems for our citizens involved in urban management process, then analysis the reasons that cause the problems. The paper argues that citizen participation in urban management lack of independent, and the participatory approach is relatively narrow, the surface is not involved in, involved in low frequency, low levels of participation, civic participation become formality, etc. The reasons for these problems as follow:citizens lack of participation in awareness, the ability of participation in low level, the participation mechanism and the inspire mechanism is not perfect, lack of security to citizen’s aware right, the channels for participation is not going well. Part four discusses the countermeasures to promote citizen participation in urban management, including the way to increase the awareness of citizens’ active participation; improve public participation; develop the non-governmental organizations vigorously; improve citizen participation mechanisms; effectively secure citizens’ aware right; to further broaden channels for citizen participation; establish effective inspire mechanism for citizen participation.The main innovation of this paper lies in the empirical analysis which select a certain city to provide data support for the analysis of the article. With reference to the similar level of urban management process of citizen participation. The typical research methods are from concrete to abstract, from the individual to the general. There are many deficiencies exist in this paper for sure, such as lack of classic case studies; if the research can wire data and case analysis together, the whole article will be more substantial, this is a great pity for this article. |
