With the trend of global informationization, the informationg-based extent of thegovernment is becoming a criterion to scale the development level of countries' economy. Sincegovernment is the center of information society, electronic-governance has become the importantforce to drive the informationization progress of the country.Through the retrospection of e-governance practice world wide (especially thoseadvanced countries) and informationization stratagem and e-governance developing course of theChinese government, through study of e-governance performance evaluation theory in andoutside China, this paper brought forward the absence of both practice and theory study onpivot-operation-kind e-governance performance evaluation. This paper adopted the theoryadvanced by Professor Chenfu Zhang who, after substantial analysis, perorated that theperformance of e-governance can be decompounded into three levels which are output level,outcome level, impact level, and that performance evaluation on e-governance should be orientedto "e-governance emphasized on government affairs and government affairs emphasized oncitizens". After deep analysis of pivot-operation-kind e-governance practice, this paper broughtforward basic rules and framework of performance evaluation on pivot-operation-kinde-governance, constructed the index system suitable to and introduced both quantitative andqualitative analysis method on pivot-operation-kind e-governance performance evaluation.Take information-based project "3-e engineering" practiced in inspection and quarantinebureau recent years as a specimen, this paper carried out one-by-one analysis on twentythird-level index under those three first level indexes which are output outcome and impact. Thispaper carried out quantitative analysis using the method of cost-benefit analysis on output andoutcome levels of index system, and qualitative analysis using the method of on the spotinvestigation and interview on impact level of index system. After this kind of analysis, thispaper found that "3-e engineering" is a successful e-governance project, and also the reasons forthe success of "3-e engineering".
