Study On The Index System Of The Villager Self-governance Democratic Performance Evaluation And Its Application

The villager self-governance institutional has been implemented for nearly 30 years, while as its effects and legitimacy is always the focus of academic debate,especially that whether the villager autonomy can promote the development of democracy at the grassroots level.As the issue is debated, and thus separated to be of three main point of view: the support, neutrality and questioned. As to how to end the argument, the author believes that a set of effective and feasible evaluation index system is the key to solve this problem. However, the existing performance evaluation indicators are fragmented and unsystematic. Therefore, this study attempts to construct a set of indicator system to provide a benchmark for democratic performance evaluation, which will help to end the debate.This study adopted questionnaire survey method, hierarchy analysis method and case analysis method of combining. Following the theory construction, empirical screening, the determination of the logical order of the weight, it built a set of effective and feasible villagers autonomy performance assessment index system. On the theoretical basis, we initiated the 19 evaluation indexes with democratic election,democratic decision-making, democratic management and democratic supervision as the main frame, according to the provisions of the village committee organization law of villagers’ autonomy rule and content. In practice, we adopted the membership degree analysis to select the indicators, after weighing the pros and cons to delete those which are not self consistent indexes. After the screening process, we use the level analysis method to determine the index weight, and ultimately the formation of a complete set of evaluation index system.In order to confirm the development of democracy at the grass-roots level in rural areas, and applicability of index system, we designed the index system into questionnaire investigation and carried it out in X city in Henan Province. The results showed that the villagers’ autonomy had promoted the development of democracy in rural areas greatly. However, there are also some problems, such as: low awareness of democracy, rural tending to administrative, lack of effective realization form. Basedon the current situation, we also proposed some suggestions so that village democracy can beyond the form, and thus to realize the true sense of substantial democracy.
