The Government Humanistic Management: Essence, Model And Implemental Methods

This thesis takes government humanistic management as the penetrative point for the joint reasearch into public administration,which makes the selected topic have the characteristics of times, aim at reality and widened the viewpoint and traces of the research of public adminstration. There are four chapters in this thesis:Chapter 1 puts forward the thesis's studying train of methods,content and fresh points.On the basis of analyzing the background and significance of choosing the topic for research and making comments on the domestic and overseas results of this research.Chapter 2 starts from analyzing the neccesity of implementing the government humanistic management, generalizes the essential regularities of government humanistic management from the viewpoint of value, ultimate purpose and vital meanings, it gives a detailed survey of the basic content of Chinese traditional people-oriented policy and of the the circulation and differentiation between its and government humanistic management.Chapter 3 devides the connotation and operating model of government humanistic management, probes into the constituent factors of the government humanistic management and its existing problems, then gives out some basic countermeasures from six different aspects of insisting on the scientistic and humanistic conformity on the basis of science, establishing scientifc and systematic concept of government humanistic management, strengthening the organization of the government humanistic management, improving the government humanistic managemental mechanism, using the government humanistic managemental methods scientifically, and fully considering the entirety and circumstances of the model of the government humanistic management.Based on the analysis of the constuctional model, existing problems and countermeasures of the government humanistic management, Chapter 4 inquires into the foundational methods of Chinese government humanistic management in modern times, from the perspective of strenghening the construction of service government, solving out livelihood problems and arouse the enthusiasism of cadres and the public.The main research goal and fresh ideas of this thesis are focused on four aspects: 1. the deep and systematic survey of the essence of the governmental humanistic management, 2. systematically analyzeing the relationship between the government humanistic management and the traditional people-oriented adminstration, 3. probing into the model of the governmental humanistic management and its improvements, 4. systematically giveing out the foundational methods of the governmental humanistic management in modern China external and macro-management aspects.
