Research Of Foundation And Mode Of Technical Regulation System Of Machinery Safety In China

The safety of machinery is not only related to worker's safety and health, butalso related to the safety of bodies and properties of all concerned consumers.In recent years, safety accidents arising from machines occurred frequently,especially in southeastern coast where SMEs are very dense. The experienceof Western developed countries and areas shows that, in the field of relating tobody health & safety and property safety, founding technical regulation systemand with the assistance of technical standards is a feasible way, and is animportant method to safeguard nationals' health and safety, protect internaltrade, and form latent technical barriers to outsides.This dissertation starts from the definition of technical regulation and standard,and analyses the relation of technical regulation and standard, and how tofound the relation; researches EU Machinery Directive and OSHA technicalregulations of machinery safety, and analyses both systems' respectivecharacters and operational mode; analyses the feasibility of founding technicalregulation system of machinery directive in China through studying the statusquo of machinery safety standards, standardization and technical regulationsin China; puts forward proposed mode of technical regulation system ofmachinery safety in China by referencing EU and American technicalregulation system of machinery safety and the experience of Chinese QSsystem in food service industry.
