The power balance theory, which discusses the function of balance in international politics, is the oldest, the most long lasting, the most controversial theory in western international theory. The power balance theory was widely utilized in the international relational practice and has had a profound influence to the international political development. Firstly, the paper elaborates the content of The power balance theory, basic modes of the power balance theory and its function in international politics from theoretical view; Secondly, historical development track of the power balance theory, which includes classical balance, modern balance, and nuclear balance was reviewed from practical view; Thirdly, the power balance theory and its new development after the cold war was explored. With the development of economic globalization and international multi-polarization, the power balance theory takes on new development direction, new features, which is reflected in the development of multi-polarity balance theory, hegemony balance theory and soft balance theory.
