Exploration Of Boundary Corrupt

Since the third Central Conference of the Chinese Communist Party in 1978, our country has been practicing the policy of"Reforming Inside and Opening Outside". The policy has been working and deepening in the last more than twenty years. Our society has been changed deeply from economy to policy and then culture, education, military, national defense, and diplomacy. The people's living standard has risen together with the domestic economy. The comprehensive national strength improved. Our country is playing a more and more important role in international business. Except these development, social problems and politic problems are unavoidable as the cost. For instance, unemployment, population growth, pollution, wealth gap and above all, corrupt. Currently net data indicating that the public attention to corrupt is only less than unemployment. Nevertheless, it is the most hated publicly. Because it is directly related to a nation's political power and even the nation itself. What's more, it is considered the evil base of all the problems above. Boundary corrupt, as one of the branches of the concept corrupt, even if it is not so detrimental as corrupt crime individually, it is more popular than corrupt crime which is rare as an extreme. Therefore, as far to the scope and harm, boundary corrupt is more terrible than corrupt crime. Based on the experience of the writer to fight against corrupt in more than ten years, this essay is going to analyse the current-state, the cause, the harm and the problems existing in the fight against corrupt with the relative theory in the law, the history of the law, the criminal law and power based on law. Then this essay brings up several solutions from the view point of law, morality, system and etc.
