With development of society, people are confronted with the more and more crisis. As the citizen benefit representatives, our government should answer crisis as the leading force.Universally accepted best crisis answers method is prevent trouble before it happens, that is pre-warning of the crisis. However, many crisis outbursts can not be forecast and the cost of pre -warning all the coming crisis is too high. So it isn't sufficient and also unrealistic to do crisis management by pre-warning. This turns to the second stages of crisis management, that is the response of the crisis.It comes to emergency organization who responds to crisis. This research pays close attention to this organization and chooses effectiveness view. Firstly, for the validity of the study, I set a limit for the crisis. The crisis is specifically for the heavy section having countrywide influence, and being involved in people's benefits. Author also studies the practice of government crisis management both home and abroad in Part III of this thesis. Secondly, through the research to theory and practice, the author concludes several the key factors of the effectiveness of emergency organization, including target and outlook on values, concentrate degree, neural networks coordination ability, communicating and professional condition of the members. In Part V part of thesis, the author applies preceding research result to government of our country and submits some suggestions to improve the effectiveness of our government emergency organization. Finally, author chooses a strong representative example, the SARS practice happening in 2003 to do the demonstration studies.
