With the development of our reform and opening-up policy, there are increasingly more and more problems where the current condition of village's organization conflicts with its due obligation. It's known that village caders play an important role in the regulation, management and promotion of village's daily affairs. But in the meanwhile, there appears some violation of rules, such as bribery, squandering and the act of feather one's own nest, which spoil the image of our party. Therefore, it's urgen,t to devise and put forward a set of rules and regulations to surpervise our village caders'action.Currently, there exist the following practices for restraining our village caders: the system of villagers representatives, the overt village affairs and general election. These measures bring many benefits to motivation of villager's enthusiasm in taking part in policy making, soothing conflicts among villagers, promotion of village economy, development of positive social air and improvement of the relationship between our leaders and villagers. However, no matter what form is taken, guarantee of villager's democratic rights should be given the priority for it is the heart to their benefits and involvement in policy discussion. Because there are imperfection in our policy and in- definition of villagers rights, our villagers only get informed of its business in most cases. Therefore, these practices don't play the due role in daily life and remain on the nominal level.Accordingly, here we recommend the following tips: First of all, we should establish regulations and rules from the root level and develop the timing mechanism for pre-nomination, in-nomination and post-nomination as well as the space restraining mechanism. Second, villagers rights should be observed and general election should be attached the principal role with the designation subordinate. Third, the comprehensive evaluation system should be developed by the participation of township leaders, villager caders and villagers. Also village leader's salary should be determined by their performance as well as their reputation. Fourth, we'd better encourage the contract to be signed between caders and villagers in order to make up for the void of our law to punish the trouble village caders. Bail should also be handed in and townships immediate responsibility should be encouraged and put into effect. Fifth, our documents and policies should be passed on villagers and avoid opportunism, thus to improve the mechanism of contract fulfilment. Sixth, our government should issue the relevant laws and rules to optimize the social context.
