The forest scenery resources are not only the physical fortune of human being, but also the precious spiritual heritage. Consequently the maintenance of the forest tourism should be a crucial aspect of environment protection. One of the protection measurements is the foundation of forest parks which include the most representative distillation of the forest scenery resources in different parts of our country, and it will play a important role in both protecting the diversification of the forest tourism resources and the improvement of the adjustment of forestry structure. The professional administration of forest parks is the vital method to achieve the protection goal. However, unfortunately, the correlative research in China is still at a very beginning level. Contrary there are various problems in the administration of forest parks which have negative effects to the effective protection of nature environment and resource. Simultaneously, this part will introduce the character of this special nature resource from both aspects of economy and law.The second part concludes and analyses the limitation of admin low system of forest parks from the different aspects of the lawmaking level, the legislation ideology, the administration system and the admin legal system.The third part mainly concludes the related law of national forest park in developed countries. Though various economical development level, natural resource condition, environmental protection consciousness in these countries, major countries adopted correspond policy and system under each concrete national condition, then obtained ideal results.
