A Research Of Governmental Process Based On Knowledge Value Chain In E-government Environment

With development of the Internet technology and the coming of digital space,rapid changes of the society and human life are by information. In the area ofGovernmental Administration a number of new terms came up in past few years. TheE-government and Governmental Process Management with all its reorganization andoptimization aspects became crucial topics. And now the traditional governmentbecame an entity of information processing and resource redistribution. When realorganization transferred into the Internet, the Process was being common base in theelectronic environment and it's structure also need redesigned in this transformation.This article is by changing the existing government entities from the traditionalorganizational perspective, the knowledge management into the Administrativeprocess. Knowledge management theory and business process management theorybased on the latest theory, the combination of theoretical knowledge and structure ofthe value chain model E-government under the Chief Administrative process of theknowledge chain process itself and reveals the value chain. Also the governmentorganization will be combined in an electronic environment. The combination of these reasons,this paper will be introduced the ideas of knowledge management process ofE-government, the Knowledge Value Chain and Knowledge which related to theintegration of the various aspects of E-government processes.Secondly, the paper proposes the concept of Administrative Knowledge Processin E-government environment, expounded the concept of knowledge and process elements, and further support the process of the cycle conditions. Such as Civilservants should have knowledge management concepts, government departmentsneed improve the content and the structure of the building and construct otherinformation technology platform.Third, on the basis of Knowledge Process in E-government environment.,Construction paper-based administrative processes model. Combining cooperativetheory, the process concept design philosophy and principles, which Process-orientedof the value chain, will be showed in E-government environment. The governmentdocument management process model and policy formulation process model had beenresearched.
