The Knowledge Value Chain Of Government Decision Process

In the process of e-government, the knowledge value chain of government dicision process is an important content of the knowledge management practice.The knowledge value chain is an important content orienting intellegence support for decision process and knowledge management. It bands the static organization knowledge and the dynamic organization decision, and offers the best man in the best time. So we can control decision process precisely to ensure the effective and efficient of the decision.With stepped-up process of e-government, the next keystone of government information is not to buildup the automatization of process, but send information to the best process, and deliver knowledge to the stuff who needs them. So we need to introduce the concept of (KVC) Knowledge Value Chain. The KVC of government decision process can construct the knowledge entironment of government organization, and unite the business process and knowledge process, and accelerate the sharing, using, innovation of knowledge, and advance the competition ability of the government organzation.First the author analyzes the concept of KVC and process a difinition. Then, the author proposes the process framework of KVC based on the theory of knowledge entirorment which invols four key parts. They are knowledge supplying, knowledge in time,decision implement decision process based on the function demands of the knowledge management in e-government. There are three levels in the application model, the decision level showing the knowledge demands for dicision process, the model level denoting the model of knowledge conversion of decision process in organzation, and the environment model denoting the supplying contents in organzation environments.There are three key parts in this thesis.
