| According to the situation of our clean government system and the performance of anti-corruption, this thesis elaborates clean government system's compatibility from the angle of institution analysis, aims to explore more efficient system arrangement and innovation, which is just the most valuable of this thesis. This thesis is to bring the concept"institution compatibility"into the research field of clean government system. It can offer a new field of vision for future theoretical research and a new thinking-way for our future clean government system arrangement and design in practice——clean government system should be considered as a complete level structure system , only emphasis on compatibility between them can we make sure the efficiency of clean government system.There are five chapters in the thesis except the conclusion part. Chapter 1 is introductory of this thesis. It paraphrases the background and theoretical and practical value of this thesis, the framework of the content, the key concepts such as institution, clean government system and system adaptive, and the methods applied in this thesis. It also concludes the value and deficiency of present research on anti-corruption system.Chapter 2 takes a study on the structure of our clean government system. It contains two parts, system circumstance and system arrangement. It gives an analysis on system circumstance, structure of political power, formal institution, informal institution and performing mechanism of them.Chapter 3 is the center of this thesis. It takes a particular study on clean government system's compatibility. Based on the research, the problem of present clean government system is that the system is incompatible. there is no compatibility between the system and the system circumstance, informal system and formal system, system and performing mechanism.Chapter 4 explores the reasons for losing system compatibility. There are mainly 4 reasons: the present systems'efficiency has died out, new system change hasn't enough engine power, system's path dependence and rulers'preference.Chapter 5 puts forward some suggestions to improve the compatibility of clean government system such as (1)To build a stable system circumstance by speeding up reform.; (2)To build informal system along with formal system; (3)To change formal system arrangement from a macro angle; (4) To complete performing mechanism of system.The last part is conclusion of my research. This thesis considers that continuous sprouting and expanding of corruption under the continuous innovation of clean government system results from that our system is incompatible, there is no compatibility between the system and the system circumstance, informal system and formal system, system and performing mechanism. |
