Research On Chinese Administrative Reform In New Stage

Since the Third Session of the Eleventh Central Committee of the Party, a large scale of administrative reforms has been made in our country. The policy trend is transiting from plan to market, i.e. transiting from traditional planned economic system to socialistic market economic system. To adapt this kind of transition, our government has actively made several administrative reforms from top to bottom. The administrative setups, management modes, operational mechanism have been adjusted accordingly. Separating government functions from enterprise management has been realized by means of decentralizing or transferring, transiting governmental functions, which basically reach the requirements of economic system reform, play a role of boosting economic system reform policy and advancing social economy development. Apparently, making systematic and deep research on Chinese administrative reform issues has very important practical significance for both steady development of Chinese future economic society and deepening of administrative reform. This paper consists of four sections:Section 1 investigates status of administrative reform in our country in new stage, analyzes the importance of administrative reform in political system reform and economic system reform in our country, and then reviews conditions of administrative reform in our country in new stage, summarizes experiences and lessons from administrative reform in our country, lays a foundation for continuous development and improvement of administrative reform in our country.Section 2 sets forth power factor of administrative reform in our country, which mainly analyses internal and external sides. External power mostly derives from requirement of economic system reform, and the effect of universal administrative reform trend; Internal power mainly originated from requirement of administrative authority reasonable collocation and executive personnel all-round development, and impact on administrative system that new techniques are applied to administration field. The combination of the two powers form power factors in contemporary China, impulsing overall development of administrative reform.Section 3 expounds the goals and developing trand of administrative reforms in our country. Administrative reforms are not simply adjusting mechanism and reducing staff, or transform the functions of government. The deeper goals are establishing socialist administrative setup reforms which are highly effective, coordinative, and regular, unisonous questing for developing trend of future. All these are very necessary to deepen Chinese reform and opening up, consequently forge ahead with build a well-off and harmonious society in an all-round way.Section 4 analyses the burning matters and the countermeasures of administrative reform in our country in new stage. Chinese administrative reform could not completely settle all the matters by several reforms. Since 1998, Chinese administrative reforms have brought good results, but some deeper questions are still suspended. Thereby we take some revelant countermeasures to these questions. The implementation of these countermeasures plays an active role in advancing further administrative reforms, and establishing nomocracy and service-type government with reasonable functions, scientific management, justness and open, probity and high efficiency.
