Study On Remodeling Government Regulation Of Public Utilities In The Process Of Marketization In Our Country

China's market-oriented reform of public utilities appears on the background of the double-transformation of industrialization and marketization as well as the transformation of international regulation reform of public utilities. How to reconstruct regulation system? How to supervise the market effectively? All of these are problems on public utilities regulation reform which we should deal with. This thesis has taken the regulation reform experiences of public utilities in the process of marketization from Britain and Latin American nations, and then attempts to remodel the effective regulation system which suits to our country on the basis of analyzing the intrinsic regulation demand and latent public crisis. All of this has the significance on confirming the development direction of our public utilities'government regulation and making our public utilities develop smoothly.This thesis is made up of four parts:The first part has put forward the problems and related theories. Firstly, it gives the explanation of public utilities'category; Then, it briefly introduces the theory basis of public utilities marketization and the government regulation; Thirdly, it has pointed out the present problems and significance of studying on government regulation of public utilities in the process of marketization. Finally, it brings forward research frame of this thesis.The second part has analyzed the intrinsic regulation demand and latent public crisis and confirmed the necessity of government regulation of public utilities in the process of marketization.The third part analyzes the regulation system of overseas developed country and Latin American developing nations which has the similar conditions with our country. Then, this part tries to find the experiences of government regulation which suits to our country.The forth part puts forward the new government regulation frame of public utilities in the process of marketization on four aspects, they are as follows: regulation's subject,regulation's object,regulation's laws and regulation's ways.
