Research On The Functions Of The Government In The Public Utilities Of Hui’an County

Municipal Public Utilities is an important issue in the development of modern society,which not only reflects its importance during the process of the development of major cities,but also is the main problem in the development of county towns.In recent years,with the acceleration of urbanization process,the population of the county is increasing rapidly,the structure of the county is constantly changing,and the framework is constantly growing.It can be predicted that,municipal public utilities will still be the focus of social and economic development in most of the counties in China for a long period of time in the future.Besides,considering the national conditions of the last century,domestic investment is directly carried out by the government,and the economic field is mostly dominated by state-owned enterprises.When it comes to the municipal public utilities field,which involve both the market side and the public side,was not clearly defined in that situation.This resulted in a series of problems,such as the separation of rights and responsibilities,low administrative efficiency and so on,which are directly related to the vital interests of the masses.As a result,the development of municipal public utilities is far from meeting the growing needs of the people.In this case,the county-level government itself inevitably makes a series of measures to adjust,such as relying more on the market rather than completely on the government to meet the needs of the public,providing better public goods and services by changing the role of the government.This paper expounds the relevant theories of the marketization of municipal public utilities and service-oriented government,analyzes the basic situation of Huian County Government’s participation in the government functions in municipal public utilities,and provides cases and data materials through the analysis of the existing implementation methods,achievements and examples of cleaning and greening maintenance in Huian County.In the development process of market economy,there are some problems in the development of municipal public utilities in Huian County,such as unclear positioning of government functional units,unclear government regulatory policies,and financial investment is not directly proportional to efficiency.This article studies the theoretical results and practical experience of function transformation in the work of county governments by comparing the current state of theoretical research at home and abroad,and provides valuable references for the development of public utilities in Huian County.In summary,this paper discusses the role of the government in the reform of public utilities,analyzes the shortcomings of government functions in Huian County’s municipal public utilities,and explores its strengthening path.In order to improve and optimize the government functions of municipal public utilities in Huian County,promote the healthy and long-term development of municipal public utilities in Huian County,and realize the public interests more effectively.
