In the United States of America, Think Tanks are independent and non-interest-based organizations which depend mostly on the ideas and opinions of their scholars to influence the process of decision-making. Think tanks have a far-reaching influence in decision-making process, yet people seldom paid attention to them compare to other factors nationwide. Thus it is necessary to deepen the research on them, probably the reason and the features that they can join in the decision-making process. This thesis tries to take the Brookings Institution as an example, to reveal the relations between Think Tanks and the political roles in American policy-making process, especially policies towards China, including policies relevant to Sino-US relations, US economic and safety strategies towards China and strategies toward Taiwan. Therefore we can make more effective forecast on American policies towards China in the long run.
