This paper makes use of the sub-district level of Hangzhou population change data from 2001 to 2005, and makes a study on the spatial redistribution of population. The spatial structure of Hangzhou is composed of one central zone, three satellite cities and six periphery clusters. This paper analyses quantitatively the population intensity, characteristics, differences and influencing factors of migration. The author aimed at recognizing the basic trends and characteristics of the spatial redistribution of the population in the initial planning implementation stage, and making some scientific suggestions. The conclusions of this paper confirm that there exists close relationship between different regions and population change. The growth of population takes place in the core-city, especially the central zone. The satellite cities have showed the function of admitting and damming population, while the periphery clusters are still weak at drawing population. Migration is the major factor that affects the population growth; the differences of the growth rate of migration are less distinct among clusters. There exist two basic factors that affect migration, one is the spatial situation of each cluster, another is the adjusting pace for the function to be more effective. According to the objective state of the redistribution of population presently, several factors will be advantageous to planning implementation.Additionally, there also exist some disadvantages to planning implementation. Suggestions on the planning guidelines are also proposed in this paper. Firstly, government should strengthen the intensity of the dispersion of population in the central zone, and optimize the structure of population in order to offset the expansion of quantity. Secondly, take efficiency first in the central zone, and employment in both satellite cities and periphery clusters, resolve the problems of spatial development and employment as a whole. Thirdly, construct three satellite cities and six periphery clusters step by step, promote the function of city clusters, treat the goal of controlling population scientifically, give periphery clusters more space for development.
