Study Of Social Mechanism On Cultivating And Developing Middle-class In China

Middle class is the core force of maintaining the social stability. TheOlive type stratum's structure of which mostly is the middle-class is the steadiest socialstructure. However, the stratum's structure in China is the pyramid type which is madeup of a far large low-class, a rather small middle-class and so on. The most importantsolution to this problem is to expand middle class' proportion. The expansion of themiddle-class is the inexorable trend in China's modernization. And owing to its greatstrategic meaning in politics, economics, culture and social stabilizing, the expansionitself would play a great role. This paper mainly do research in China's socialmechanism on cultivating and developing middle-class, including public opinionmechanism, economic motive force and balance mechanism, social flowingmechanism,social environment mechanism and social education mechanism. And itwill also tries to solve the problems in expanding the middle-class, as well as tocomplete and improve measures on maintaining these mechanisms, thus making themiddle-class function fully, and finally making great contribution to China's economicprosperity, political democracy, culture flourishing and social stability.This paper consists of four parts. The first part is introduction. It describes themeaning of thesis, and then makes a theoretically summary of previous researches toprobe deeply into the research situation of earlier on the problem, so that lays thefoundation for further research of the thesis.The second part is to define the evaluation criteria of the middle-class in China.And then it elaborates the strategic meaning on cultivating and developing middle-classin China. About the evaluation criteria, this paper adopts a multi-dimension limitsstandard based on income, profession and culture level, all of which are mainly indifferent life styles. And the strategic meaning is made up of four parts. Firstly, it canpromote our country's democratic process in politics, enhances the sense of participationof entire nation in politics, set up more organizations to participate in politics, anddevelop more channels to participate in politics. And then it will develop and improvemarket economy system and promote consumption pattern. And it can also help thecultural dissemination in more advanced level, that is to say, to abandon theconservative backwardness in old culture and absorb something from new outstanding culture. Finally, it will do more in social stabilizing, mediate society conflicts, suppressdifferentiation between the rich and poor and take responsibility in social aid.The third part tells the four big problems in China's social system on cultivatingand developing middle-class. The first problem lies in public opinion. In other word,many common people are still afraid of mentioning middle-class and they can't acceptthe comparatively rich people. The second one lies in motive mechanism and balancemechanism in economics. It is clear that the market economy system is not complete,the level of urbanization is not high, the regional disparity is large and the developmentof the third industry is not very smooth. The third one is the social flowing mechanismin social structure. It means there are some system and non-system problems lie in oursociety to make barriers on flowing. The fourth one is the social education mechanism.The original aim to transfer high education from elites to ordinary people is not finishedwell. The big gaps are still in different cities, different regions, different peoples, sex,and social class. And the enlargement of colleges and universities also has manyproblems.The fourth part mostly fixes on how to improve a social mechanism which aims tocultivate and develop middle-class in China. There are five measures. The first one is toform an atmosphere that the middle class is also the builder of our socialism andrichness is not an insult, but a glory thing. The second one is to speed up theurbanization and industries adjustment, thus enhancing the development of the middleclass. The third one is to make a fair society for flowing, making it possible for the low-class to become the middle-class, taking measures to get rid of the system andnon-system barriers. The fourth one is to adopt the financial currency and incomepolicies which will benefit the middle-class. The fifth one is to let more students receivehigh education, making a strong young reserve student for middle-class. In this process,our government should play an important role, as well as our colleges.
