While it's failed to make marked progress in establishing the correlation between trade and International Labor Standards dominated by developed countries, with the renaissance of Civil Society and the development of Non-Governmental Organizations(NGOs), since the 90's of the 20th century, some NGOs have promoted construction of International Labor Standards by pushing Corporate Codes of Conduct, the Third Party Authentications, Social Accountability Label though Multi-National Corporations(MNCs)especially to protect labors' interests of the Third World, and thus there emerges a nongovernmental trend. It's obvious that the latest trend has brought out challenge to our legal system. How to reform, adjust and perfect our correlative legal system is an urgent issue.This dissertation breaks the traditional way of discussing the International Labor Standards, but analyzing the International Labor Standards more clearly by changing from "should" to "actual". It discusses the traditional modes of the International Labor Standards and its latest trends, especially its nongovernmental trend. In succession, this dissertation analyzes two main aspects of the issue, that's motive factor-NGOs' propelling, regulations-Voluntary Labor Standards. Moreover it points out some practical influence upon China because of the nongovernmental trend and the imperfections of Chinese legislations of NGOs. At last, the author puts forward several pointed suggestions to perfect our labor legislation and NGOs legislations. The purpose is to strengthen the construction of our legal system, and to bring our labor legal system more in line with Voluntary Labor Standards. This will create more favorable legal environment to advance social and economic development.
