Research On The Role Of The Trade Unions In The Social Security System Construction

At present, China is in the initial stage of reform of the social security system. There are a number of links to be improved, perfected and strengthened. During the process, inspiriting all levels and all individual actors in the social security to play an active role is of practical significance in improving and perfecting the social security system suited to China's national conditions. As a social force, trade union organizations have played an important role in the process of building the social security system. With the development of the society and the changing times, it is worthy of attention of the social security researchers and of the study topic of social security workers on how the trade union actively participate in the improvement and reform of the social security system based on the present.Followed by the points, this thesis is based on the research on Shanghai trade union as an example. It is composed of six chapters. Chapter I, the preface, is about the background and significance of the research, and researches both domestic and abroad, and the content and methodology of the study. Chapter II summarizes trade union's participation in the social security system construction, which paves the way for later in. Chapter III, based on what trade unions has mainly contributed to the society, analyses the difficulties trade union encounters in the aspects of approach and the process of participation, and the defects caused by its own factors. Chapter 4 adopts four practical cases both abroad and inland. It focuses on analyzing the value and operability of putting them into use. It is also a basis for the suggestions which are put forward in the next chapter. The fifth chapter raises four policy proposals in allusion to the current situation, on increasing ideological understanding, optimizing the social environment for trade unions participation, strengthening the building of trade unions themselves, the means and contents of the unions participation in the reform of the social security system. Chapter 6, as an ending, summarizes the whole research and makes the prospect for the further study.The thesis is based on the dual responsibilities of trade unions on commitment of social public affairs and safeguard of the legitimate rights and interests of workers. According to the current social security system needs, it analyzes the necessity and importance of trade unions, which plays an active role in the construction and improvement of the social security system. Furthermore, a number of constructive suggestions are proposed focused on the key points and difficulties in current operation, according to the actual situation of China's trade unions and based on the advanced experience of foreign countries.
