The political development democratization, the socialized public management , the economic reform marketability are three basic aspects of our country current reforms. Third:It propose the measures of developing the country populace's independent consciousness and the non- official organization. For non-official: At first, reforms the entering system; next, improving the administration system; then, enhance the surveillance system; furthermore, establish the competitive system; finally, excitation system. The expounding of cultivating the populace independency is divided into cultivates its public spirit and expanded politics participates.In brief, the cultivating development of the populace independent consciousness and the non- official organization autonomous ability are the prerequisite of our country current society reforming and the government's functions transforming .
