Research On Citizen Engagement Problem Of Public Management In China

As the rising of globalization and movement of new public management, the objective practice makes a high claim for the efficiency, quality and benefit in government's public management. As an important content of democracy, an important approach of raising the efficiency of public management and a brand-new thesis about the development of citizen society, public participation has abstracted many researchers all over the country and the world as well, and become a new skill and strategy of government's decision makers and public managers. However, because the beginning of research and practice is so late, the theory of public participation in our country lacks of complete system and operable measures, in particular, lacks of guarantee of system and mechanism in public participation. So, the purpose of the thesis is to expound the development and practice of public participation theory in public management in the world, and mainly analyze the status quo, main problems and confinement factors in the construction of public participation mechanism in our country. Those are system of making the government affairs public, system of hearing testimony in public decision and public management, guarantee system, proper participation system of nongovernmental organization and perfecting our county's traditional participation system. The text also provided theoretical and practical gist for perfecting the system of our country's public participation system. Through the practical exploring of omni bearing public participation system, we should construct a proper public participation mode step by step to accord with the situation of our country, and finally built a new management system of society and government affairs whose core is the construction of public participation system, whose platform is autonomy by the citizens at the grass-roots level, which is facing the need of citizens, which can response actively to the external condition and which is lively and efficiency, too.
