Overstaffing is a long-established problem in China. Since the founding of people' s republic of China, the government has made several cut on the government staff. But because of the old system, it was always trapped in the circle of "cut-expanding-recut-reexpanding". Meanwhile, the problem could not be solved for ever. This essay analysis overstaffing statistics and statue quo, and try to find the deep root rest in it by studying theories of staff quota management and examples of Shaanxi Province staffing. This essay also proposes some ways on how to avoid overstaffing by strengthening staff quota management.This essay is divided into five parts. The first part works on the situation and statistics of overstaffing problem and proposes the overall research meaning, research aim, research method and the structure of this essay. The second part works on the conclusion and generalization of theories on staff quota management. The third part cites examples of Shaanxi staff problem and analysis the distribution of Shaanxi staffs. By comparing and analyzing the overstaffing problem for the latest years since 1988 in Shaanxi, this essay makes an overall understanding of the overstaffing problem, and finds the features of this problem. The fourth part analysis the reasons behind from the perspective of the management of staff quota. The fifth part is some ways on strengthening staff quota management. Related to these above-mentioned reasons, this essay proposes the suggestions according to the three procedures of staff quota management, namely, the staff quota management plan and standard; the enforcement of staff quota management and supervising of the staff management.
