In the process of economic globalizatin, both developed and developing countries regard the Mercantilism as their theory basis for the international trade. With the development on the scope and degree of international trade, "trade -labor" problem has become one of the issues which is considered to be significant both by the developed and developing countries. Most developed countries regard that the Core Labour Standards (CLS)should be included in the frame of WTO so that the trade sanctions could be implemented to improve the CLS. Meanwhile, the developing countries consider that that CLS belong to the domestic issue, which should not be interfered by the international community. The human rights nature of CLS and the indirect relation between the trade and labour decide that the implementation of CLS should be under the cooperation of international community. Additionally, international trade should be regarded as the opportunity to develope the economics and encourage the employment, rather than a kind of punitive tool. No matter the unilateral measure- GSP, promoted by the EU and the United States, or the regional measures regulated in the EU or NAFTA, even the voluntary measures designed by the NGOs, none of them can implemented the CLS completely and effectively worldwide. Additionally, the theme, nature, mechanism and current rules of WTO reflected that it is impossible for the WTO to promote the CLS. Therefore, the the ILO should be the competent organization to improve the CLS.As one of the largest developing countries, which has the largest amount of international trade, China should grasp the opportunity of economic globalizaiton to promote the development of economics and fulfillment of employment. Therefore, the research on the current situation and existing problems of CLS in China not only could avoid the more imference from international community and reduce the obstacles in the international trade, but also enhance the controling power of China in the international affairs and build the image as a powerfuf state in the international community.
