The Study On Autonomy Of Problems And Countermeasures In The Law Of Chinese Regional National Autonomy

The autonomy for the Constitution and the Law of Chinese regional national autonomy is the core of the autonomy system for the minority nationality regions in China. The outstanding achievements have been made during executing the autonomy in the national minorities and the minority nationality regions, some have still obvious characteristics of planned economy due to originating in the planned economy period. After amendment by the Standing Committee of the National People's Congress, it is still impossible for the associated policies, regulations and measures to be made and optimized in a short period. Therefore, it is inevitable that there are quite a few new problems during executing because of the above-mentioned factors. So it is rather necessary and urgent to establish and optimize the countermeasures and mechanism corresponding with executing of autonomy, for the purpose of ensuring the national minorities and the autonomous minority nationality area to develop rapidly.In this paper, starting from the conception for the autonomy system of the minority nationality regions, one absolutely-complete countermeasure analysis frame was established.Part I: General Description for Autonomy System of Minority Nationality Regions. In this paper, the conception and the contents about the autonomy system of the minority nationality regions and the autonomous minority nationality area were described as well as forming and the premises of the autonomy system of the minority nationality regions, further demonstration on the final establishment and development.Part II: the Power of Autonomy of the Autonomous Authorities in the Autonomous Minority Nationality Area. As per discussion on the conceptions, properties and contents of the autonomous minority nationality area and the autonomy, some problems in the field of devise for the autonomy system in the autonomous minority nationality area were discussed.Part III: Problems Encountered during executing the Autonomy. In this paper, the introduction to executing of the autonomy in the autonomous minority nationality area was made. Because the problems during the implementation affect the economic and social development of the autonomous minority nationality area.Part IV: Research on Countermeasures to Implementation of the Autonomy in the Autonomous Minority Nationality Area. In this paper, the guiding ideology of the autonomy was discussed, thereby explaining the countermeasures to problems during executing the autonomy.
