Study On Problems And Countermeasures Of Urban Community Residents’ Autonomy In China

Since the 17 th national Congress of China first put the system of grass-roots mass autonomy into the basic political system of our country,the construction of grass-roots democratic system has aroused.The study on the autonomy of urban community residents in China is not only conducive to the improvement and development of social governance theory,but also to provide theoretical reference for the decision-making.With the continuous development of economy and society and the continuous improvement of urbanization level,unban community is playing a more and more important role.The 19 th national Congress of the Communist party of China proposed to strengthen the construction of community governance system,which further highlighted the status of community in social governance.Under this background,this paper takes Shenyang city community as an example to study the autonomy of urban community residents.This paper starts with the concepts of community,community residents’ autonomy and grass-roots people’s autonomy system and analyzes the main body and its relationship of participating in community autonomy.Combing the development process of urban community residents’ autonomy,summed up the practical significance of urban community residents’ autonomy.At the same time,through the questionnaire survey of Shenyang city,the community residents;autonomy.It is found that Shenyang has made a lot of achievements and practical experience in the establishment and development of urban community autonomy,but there are still some problems.The autonomy of urban community residents does not play a dominant role in community management and is deeply influenced by higher government departments;residents do not recognize the autonomy of neighborhood committees;the existence of communities involved in village change and the inability of villagers’ committees to integrate into the system of community autonomy;residents’ participation in community affairs is low;community residents’ participation in autonomy is lack of institutionalized guidance.These problems affect the development of urban community autonomy.Through the development of Shenyang community and the status quo,to explore the causes of the above problems summarized in the following 4 aspects.Community organizations assume too much administrative responsibility;there is no legal basis for the reform of the villagers’ committee;community social resources are not used flexibly;community residents;self-management and self-service consciousness are weak.Through the analysis and research of the above problems and the existing reasons,in view of the actual situation of the urban community in China,this paper puts forward the countermeasures of perfecting the urban residents autonomy from the four aspects of the system consciousness law.From the angle of system,it is necessary to insist on the guiding role of the party and the government,to insist on the leading core position of the party,and to define the government’s work responsibility.From the aspect of system construction,we should promote the construction of urban community residents’ autonomy system and improve the function of each participant in community autonomy.From the aspect of consciousness,cultivate the consciousness of community residents’ autonomy.To formulate and improve the relevant legal documents of the village reform bureau and standardize and improve the relevant laws and regulations of community residents’ autonomy.From many aspects to solve the problem of urban community residents’ autonomy of the corresponding mechanism to ensure that our country’s grass-roots mass autonomy system to play a full role.
