Corruption, the largest economic loss China faces, the largest social pollution and an important political challenge in China, has become a tumor endangering China's reform, development and stability. Nipping corruption in the bud has become the common understanding of most countries in checking and harnessing it. To carry out the policy of "Establishing and amplifying the system of punishing and preventing corruption emphasizing education, system and supervision", making the corruption-prevention strategy more direct and effective is the inevitable demand and realistic choice.Borrowing from the results of economics research on corruption of scholars home and abroad, this research applies the hypothesis of reasonable economic man, the cost-revenue theory and game theory to analyze the cost and revenue of corruption and anti-corruption, the relationship between cost and corruption prevention. It holds that corruption and anti-corruption are in essence a game relation and there exists a mixed strategy of Nash Equilibrium between the two. To increase the corrupting cost of civil servants and the revenue of honest and clean service, and to reduce the cost of anti-corruption of government is an important way to prevent corruption. A scientific and effective corruption-prevention mechanism must also further promote the co-ordinance of the costs of corruption and anti-corruption, regulate the cost-revenue ratio of corruption and anti-corruption, and urge the civil servants to self-control for the sake of their own interests.This research, rooting itself on the status-quo of building-an-honest-and-clean - government on the base level, taking as an example the situation of Ningbo's corruption-prevention, analyzes the limits and defects in the spiritual cost, direct cost, the probability of being punished, the opportunity cost and the judicial cost of corruption-prevention mechanism. Based on this, the author puts forward a series of corruption-prevention counter-measures to make the corruption-prevention work today more scientific, more economical and more effective. These counter-measures include: to advance the market-economy mechanism, to establish the honest-and-clean-government education mechanism, the honest-and-clean-government interest mechanism, the citizen-participation mechanism and the corruption-punishment mechanism, etc. |
