On The Production Of The Deputies To The People's Congress

The representative system is the democratic form widely used in the modern society. The way the member's production is a prerequisite for its survival and development. In theory, the National people's congress system was critically inherited the capitalist parliamentary system, guided by the Marxist theory , summarized the political power construction practice experience of the Paris Commune, the former Soviet Union and Communist Party of China ,and established in the light of China's national conditions . Compared to the capitalism parliamentary system, it can easily realize the people's will and the country's unity. But in practice, because of our long-feudal autocratic rule and lack of democratic soil, there is a very long transformation and integration process after the transplantation of the representative system .what's more, there still exists some realistic problems .For example: people are lack of political enthusiasm, the transparency of elections is not high, the lack of competition between candidates, covert operation and so on.In addition, the law to the rural population voting right discrimination, the lack of protection of the floating population to vote, the low level of direct elections, and the narrow scope of application made great distance between the capitalist countries such as Britain ,American and German and the former Soviet Union in the electoral systemIn this paper, I based on the production of the deputy to the people's congress in A City, and B region, analyzing the overall condition from the micro perspective of the electoral system, pointing out its existed problems, and then proposed a number of recommendations to improve the deputies way by combining the electoral system and the development trend, Some technical measures in the existing legal framework can be implemented step by step. Such as improving voter registration system, reducing control in election increasing the transparency of elections and canceling the mobile ballot boxes. But the measures such as the cancellation of the rural population to vote, the introduction of competitive mechanisms will depend on the further legal revision and perfection.
