The Hegemonic Stability Theory is one of the main theories in the International Political Economy, which emerged in the 1970s. In the beginning, it was about the connection between hegemony and a multilateral liberal international economic system, and then it was used in the political security field. The Hegemonic Stability Theory holds that the maintenance of a multilateral liberal international economic system needs a stable international political economic order, which must be supplied by hegemony. The theory has aroused intense discusses in the academic field. The Leading Long Cycle Theory, Monopoly Stability Theory, which originated from it, have put forward new topics in the IR theory, and become the main "evidence" for the "China Threats Theory". Since coming out, the Hegemonic Stability Theory has experienced different evaluations. The intense discusses leave us profound consideration. In the author's opinion, the Hegemonic Stability theory serves for the US policy. It may help us to understand the hegemonic characteristic in the post— Cold War US foreign policy, get initiatives to settle international affaires and choose the proper external strategy.In the part one, the author first introduces the background , content and evolvement of the Hegemonic Stability Theory. Then he introduces Leading Long Cycle Theory and Monopoly Stability Theory deriving from the Hegemonic Stability Theory, analyzing the influences of these theories towards the US foreign policy.In part two, the author puts animadverts on the Hegemonic Stability Theory. This part is at the center of the thesis. The author will try to put up questions to the theory from historical , realistic and theoretical perspectives. According to the points mentioned in the part above, the author disproves the points of the Hegemonic Stability Theory respectively.
