The Research On The Problems And Countermeasures Of Administration-efficacy-supervision Of Local Government In Contemporary China

Raising administration-efficacy is always a key social issue in public administration of China, and the study of administration-efficacy is considered to be the very core of the public administration study. To improve the public service and to get the peoples'credit, so as to construct harmonious society, we must establish a set of institutions of efficacy-supervision to strengthen the evaluation, control, regulating and reporting of the administration-efficacy of local government. At first, this thesis puts forward the definition of efficacy-supervision of local government in China and its connotation, essence, characteristics, function and the value orientation on the basis of analyzing the background and making comments on the domestic and overseas results of research into the efficacy-supervision of local government. In the second part, It analyzes the characteristics of the local government administration: immaterial, indirect, labor-intensive, monopolistic, multi-aim, and administration-efficacy of the local government is difficult even impossible to measure. The reasons cited above have led to a number of problems of efficacy-supervision of local government in China. To solve the problems above, with Principal-agent Theory, the third part of the thesis analyzes factors which influence the effect of efficacy-supervision. There are four factors: efficacy-preference of the administration organization, superiors efficacy-preference, other brother local governments'attitude to the efficacy-supervision and the attitude of the citizens, and then the countermeasures are put forward for local governments to improve their efficacy-supervision: we should establish a efficacy-supervision mechanism not only including the existing the machinery of governments, auditing and administrative supervision department but also including other subjects outside the government. And we must make the most of the advantage experiences and technology of the other developed countries. All these factors to form a smooth conduct effective supervision of the local administration can fundamentally a good social atmosphere of improving efficiency, optimization of public services, creating a harmonious social environment for the citizens satisfied with the effectiveness of Local government administration.
