Since our country enters into WTO, the performance of administrative organization has been orienting service. The internal management of administrative organization is changing along with the changes of situation of civil society and economics. The use of standard of quality management system (QMS) ISO9000:2000, as one of choices of administrative organization re-form project, is in the ascendant in our country. More and more administrative organizations apply for certificate of QMS every year. By statistics, up to 31st December 2002, 429 certificates were issued for administrative organizations; and to 30th June 2003, 537 certificates were issued for administrative organizations. The number of certificate for administrative organization increases by 25% in half year. The key problem for a administrative organization to develop QMS corroding the standard ISO9000:2000 is recognizing who is the client of administrative organization and what is the product of administrative organization.In the theme a administrative organization is considered as a open system, which should correct, re-form and develop itself along with the changes of internal and external environment. The output of this system is to fulfill the function of the administrative organization. Any administrative organization should meet with the requirements of civil society by fulfilling the function, and also with the requirements of administrative counterpart and the persons concern with administration during implementing the duty. So there are two clients for administrative organization as establishing QMS according to ISO9000:2000. The function client is civil society and the duty client is administrative counterpart and the persons concern. AdministrationThe precondition established in the theme is that the administrative organization is service oriented. The product of government agencies is recognized as public service. The content of public service is defined by the function of the agency. The extension of the agency's public service is limited within the range of administerial relation. The quality characteristics of the service are including legality, in reason, justness, equity, publicity, public convenient, effectiveness and responsibility.ISO9001:2000QMS is one of the best effective internal manager systems for administrative organization to fulfill the service oriented government.
