| Police department, an important component of our government, is improving quietly, with the influence of the "New Public Management" wave of the world and our government reform. Successful management practice is transfered to the public administration. The thesis introduces the idea of Six Sigma in business management to a police department. It tries to use this kind of management to evaluate and improve the working performance of the police department at present.The thesis takes the police bureau of Shizhong District of Jining of Shandong province as an example. Firstly, it uses SWOT to analyze the strengths, weaknesses, opportunities and threats of the police work at present, and proposes the main performance goal for improvement work. Secondly, this thesis constructs a Six Sigma model suitable for the police department. According to this model, the customer satisfaction index of the present police work is evaluated through the analytical hierarchy process and the fuzzy comprehensive appraisal. And a weak spot in the work is distinguished through using a four-quadrant picture. This weak spot is regarded as the opportunity for improvement of Six Sigma. Thirdly, on the base of analyzing the citizen's demand of the weak spot, the thesis selects a project of Six Sigma through choosing critical to quality, then uses DMAIC model to define, measure, analyze, improve, control the project. At the stage of analyzing, innovative idea is proposed to a system of the command centre of a city to deal with emergency. Finally, the success of Six Sigma project is evaluated through carrying on fuzzy comprehensive appraisal. |
