Organizational culture is a totally alien concept to Chinese government nowadays. With the contemporary practice of constructing organizational culture in China, for example, local-tax-culture and public-security-culture have gradually emerged. Most of those organizational culture constructions, however, attached great importance solely to its material and institutional aspects and ignored its behavioral and mental aspects. Moreover, as the current administrative organizational culture has a strong conventional background, it is quite difficult to enhance the entire government efficiency and to strengthen collaboration merely by appeal to the examples of some more advanced organizational culture built in some sectors. The purpose of the thesis, therefore, was to establish a united administrative organizational culture to promote the modernization of administrative culture. There are three parts involved in this paper:Part one analyzed the core function of culture and introduced the approaches of studying the public multi-values, which are politics approach, laws approach, management approach as well as informal institution approach. Part two was a research on the foreign theories of values, with especially reference to American and Singaporean experiences, and their relevance and implication to my study. And the final part was a construction of value system in administrative organizations of my own.
