Frequent occurrenceof extreme weather worldwide has influenced the world’s agricultural production andthe stability of people’s life in any nation. There is no denying that it’s unreasonabledevelopment of industrial and agricultural production as well as social activities thatcauses climate change. However, the root cause should be the long prevailing idea ofanthropocentrism. As a result, we are no longer in awe of nature. With theimprovement of social productivity, our capability of remaking nature improves byleaps and bounds. New patterns of power distribution lead human civilization toextremes. Nature becomes nothing but a giver and a material resource which can beexploited to the fullest for the sake of social development. Since the IndustrialRevolution, environmental pollution has emerged and accumulated incessantly. Thetwentieth century saw frequent outbreaks of environmental problems. Undoubtedly,cultures have an impact on temperament and personality. Moreover, they are helpfulfor curing bad habits, developing healthy environmental views and practicingconcepts of environmental protection in daily life. Administrative culture, the form ofculture in the field of administration, is a theory based on accumulated administrativeexperience formed in long-term administrative practice. Administrative culture is ofgreat significance to administrative subjects in guiding their administrative activities.Also, administrative culture affects administrative counterparts to a certain degree.Low-carbon innovation of administrative culture, which transplants the idea oflow-carbon development into the soil of administrative culture, will surely bring aharvest of a healthy environment.Historical materialism, bounded rationality theory ofeconomic man, externality theory and public goods theory provide theoretical basisand action guide for the low-carbon administrative culture construction. However,there are mainly four reality barriers needing to be broken before the construction oflow-carbon administrative culture. First of all, the administrative culture constructionin low-carbon concept lags behind; secondly, the administrative culture in low-carbontax system is lacked; thirdly, the development of administrative culture in carbontrading system is hindered; finally, the administrative culture in low-carbon legalsystem is lacked. The causes of these problems are mainly: insufficient propaganda inlow-carbon idea; slow tax reform; lagged carbon trading system; low-carbon legislation has not yet started. Drawing lessons from the foreign advanced experienceand combined with the reality of our country, as long as these four barriers are brokenand new roads are opened, the construction of low-carbon administrative culture willmake substantive progress. |
