| Since 1990s, a new trend——circular economy——has been sweeping all over the world with its growing strength, being regarded as an important approach to harmonious development of society, economy and environment. In light of the strategy of sustainable development, the developed countries that have benefited from circular economy have made momentous adjustments of existing strategies, policies and laws on environmental protection. Their legislations on refuse disposal as a legal control to circular economy has been appreciated by the rest of the world because of its superior, and now positive achievement has been performed. Today, however, our country has not made a primary law on refuse disposal according to the idea of circular economy, and has not had the legal system on refuse disposal according to the idea of circular economy as well. This makes our country out of its wits when faced with the tendency of cycle economy and fall behind others and expand the gaps between the developed countries and us. To learn from the others may attack the jade. In the light of its actual conditions, our country should abide by the rules and regulations of economic operation, use successful experience of developed countries as a source of reference, change our idea of legislation on refuse disposal, improve our relative existing laws, make the rules and regulations on refuse disposal, establish the legal system of refuse disposal under the idea of circular economy to ensure sustainable development of society, economy and environment in our country.The passage tries to explore China's legislation on refuse disposal at the angle of cycle economy.
