Research On The Theory And Method Of Selectoion And Evaluation Of The Staff In Military Medical Universities

The personnel system, as an important part of political systems, is a significant guarantee of state's policies implementation, and its core is the selection and the evaluation of cadres.The selection and the evaluation of military cadres, taken as an main method in the army's choosing and promotion of cadres, has played an important role in the promotion of talents showing themselves and the enhancement of battle effectiveness. Military institutes of technology are the cradle of the army's young officers of technology. It is practically significant and further historic in the long-term construction and sustainable development of military institutes to foster and train a great deal of staff with hi-quality, enough potential and good ability in designation. However, the army's present institution of talents'selection and the evaluation was formed in and kept since war-time when the army was far from modernization. In spite of its important effect in the long-term construction of the army, it has its own historical limit to some extent. Nowadays especially, when great change in the army's talents evaluation has taken place in terms of times and environment, interests and motivations, objective measurements, how to find an institution of talents'selection and the evaluation which is adapted to and embodied the characters and laws of the army in peace time, has become one of the crucial and basic problems in the army's talents construction in new century.Choosing the staff in military medical universities as the object, this paper is aimed to design an index system adapting the selection and the evaluation of the staff in military medical universities in order to assess them with data, by means of comparing the institutions of cadres'selection and the evaluation between civil and military, domestic and foreign, and discussing the aim, methods and principles of the army's present cadres'selection and evaluation. In this way, we can midwifery excellent staff, bring up a group of talents of brainpower with wide views, rich knowledge and wise suggestions, and enhance continually the ability in organizing, directing, advising and designing of military medical universities'organs.
