After the political route is certain, it is up to carders. As a special mass of carders, leading carders is the head in the social development, whose quality determines the success of socialism construction. Assessment of achievement and efficiency of carders is an X machine that provides the scientific principle for correctly selecting leaders by means of scanning and prospecting mass of carders. So assessment of achievement and efficiency of leading carders is the key to the carders' management, which is the key to the construction of socialist modernization of China. Now, there are many errors and deficiency in assessment of achievement and efficiency of leading carders, which makes an effect on harmonious socialism society. The thesis makes a systematic research of assessment of achievement and efficiency of leading carders by means of methods of comparative research, analysis on examples and analysis on charts etc., which is to find errors and deficiency of assessment of achievement and efficiency of leading carders that is to provide reference.Firstly, the thesis is to analyze entirely on assessment of achievement and efficiency of leading carders in theory. The thesis refers to as assessment of achievement and efficiency of leading carders is necessary to construct the socialism harmonious society, quicken the reform of system of administrative management and strengthen building and management of the carders team. At the same time, the thesis is also to set forth the program, principle and contents of assessment of achievement and efficiency of leading carders. In the tell of contents of assessment of achievement and efficiency of leadingcarders, the thesis sets forth the history of assessment of achievement and efficiency of leading carders and its changes. After that, the thesis tells that assessment of achievement and efficiency of leading carders has five parts: moral, ability, diligence, merit, incorruption.Secondly, the thesis analyzes problems of the present assessment of achievement and efficiency of leading carders. The sixth is about that the principle of democracy is not observed in the assessment of achievement and efficiency of leading carders and there is some doubt about "black box" in it.Thirdly, the thesis is about analysis on the job of leading carders' management of Xinjiang county of Shanxi province. The thesis tells reform of selection and appointment of leading carders of it, On the basis of which, the thesis analyzes its contents. And this part refers to the part of innovation and its problems exiting it. The part thinks that it is the experience to learn from for other districts that Xinjiang county makes use of MBO(management by objectives) and founds fixed check-up institution in the assessment of achievement and efficiency of leading carders. At the same time, the part analyzes problems which are about objective formulation and selection of work members of assessment in Xinjiang county in order that we can learn a lesson from it.Lastly, the thesis sets forth solutions which are about improving assessment of achievement and efficiency of leading carders of China. This part tells two methods of constructing the system of assessment of achievement and efficiency of leading carders and providing the good environment for it in which we sticks to strike corruption. On the hand of itself building, the thesis gives us the follows: the first is about that we should implement the opinion of scientific development and build the correct opinion of merits. Otherwise, the thesis refers to set forth to classify assessment of achievement and efficiency of leading carders according to the different according to the different posts of leading carders. We can not assess the leading carders according to the same criterion which is not fit for the different posts of leading carders. The second is about implement the criterion of democracy in the assessment of achievement and efficiency of leading carders, especially the system of concentration in democracy and implementing the democratic right of mass people. The third is about the methods of assessment of achievement and efficiency, including that we should make use of kinds of assessing methods and set forth omni bearing assessment, in which the part introduces merits' assessment and 360 degree assessment. The forth is about that we should strengthen the authority and independence of assessing department and introduce NPO(non government organization ) for assessing the leading carders. The fifth is about we should apply the assessing results to evaluate the leading carders in time, which makes them know the right and wrong in the work. On the other hand of building the outer environments of assessment, the first is to strike the corruption from the root to surface. The second is to strengthen building system and make use of entire system to strike corruption. The last is to enhancing the supervision of the public opinion to corruption.
