The article pays attention to analysis the development of regional economy from two parts in the basis of analysis the basic theory including the concept of power of regional-economy. Then, the independence of region economic depends on the independence of the power of the power of regional-economy control. Furthermore, the author analysis on the development presents situations and problems and causes in the practice. At the same time, the writer think the methods of the power of regional-economy control should become a kinds of rights, and this situation demand the major methods of the power of regional-economy control should be economic methods and law methods ,and including management methods in necessary.And then, the author point out that the concept of the power of regional-economy control is a kind of power or right which the subject of the power of regional-economy control manage the economic things by it. Base on it, the author analysis and conclude the basic categories including the basic law of regional economic, the subject of the power of regional-economy control, the movement scope, the movement principle and responsibilities and the affections and expressions of regional economycontrol, and make a further basic theory accomplishment by system and perfecting.Then, the author analysis the difference between the power of regional economy control of common law system and the power of regional economy control of land law system, and conclude the experience conclusions of the power of regional economy control in major nations.At last, the writer draws the construction of the movement system of the power of regional economy control.
