Domicile control is an important social function of the government and the domicile system imposes great influence on people's fundamental interests. The reform and innovation of domicile system plays a significant role in the whole administrative system reform. The research on the domicile reform will offer us a better understanding on the management innovation of China's central and local governments. By reviewing the development of China's domicile control system and comparing it with international practice, the author analyzes the background and impetus of the China's domicile reform. Besides, he conducts a case study on the domicile reform launched in Huzhou, Zhejiang and tries to put forward some useful suggestion on the reform measures. Firstly, the author briefly traces the history of our country's domicile system, especially the evolution of a new system formed after the founding of new China. By comparing our system with what is practiced in other countries and regions like the U.S., France, Japan and Taiwan, the author notes that our domicile system is clearly characterized by planned economy features. In the following text, the author makes an in-depth analysis of three topics, namely the background and direction of China's reform, the main disadvantage of the current domicile system, and supportive conditions for deepening reform. It is concluded that pushing the reform of our domicile control system is inevitable, imperative and realistic. Based on that, the author conducts a case study of the domicile reform implemented in Huzhou, Zhejiang, focusing on the background and content of the reform and analyzing its impact on the local population movement and urban development. The case study strongly proves that changes of domicile system are positive and also can be realized. So long as we take the local conditions into consideration and adopt proper measures, the sound interaction between reform and development will certainly be achieved. In the final part of the thesis, the author puts forward six countermeasures to be taken in the next step of the reform, including the establishment of a unified household registration system, the erection of a reasonable admittance threshold, the formation of a complete population management network, the rational adjustment and allocation of urban resources, the coordination between the urban and rural development and the set up of an overall social security system benefiting both urban and rural residents. |
