Since the reform and opening up, great social changes and economic development have appeared in China, which has simultaneously, brought about tremendous changes in the social class structure whose components, therefore, take on increase variety and the social interest patterns gradually dissolve and lose the balance. Groups of different interest orientations form different non-governmental organizations, which are regarded as effective mechanisms of interest expression and balance. They play an active role in influencing the government's policy process as the policy participants under the constraints of social order and system.For the policy participation of non-governmental organizations, the speed-up of political democratization and legalization as well as the fruitful reform and development in guaranteeing the citizens'rights provide the macro-political conditions and system backgrounds; the increase variety of economic components, organizational patterns, employment and distribution forms, and the disintegration and reorganization social interest structures provide the objective economic basis; the citizens'awareness of interest and rights protection and especially the formation of collective awareness provide solid social foundation; and the development of modern communication information techniques facilitates the touch between people and saves the organization cost of different interest groups, providing the technological conditions.The policy participation of the non-governmental organizations are characterized as having the following attributes: a wide range of topics, non-profit orientation, open and active participation, multivariate participation etc. Various participation approaches have been adopted by the non-governmental organizations, which can be classified into institutional and non-institutional participations on the basis of legitimacy of participation approaches.
