On Relation Patterns Of Local State Organs Of Province And County In Contemporary China

Abstract: While China has successfully carried on the reform of economic structure system, the reform of education, science and technology system, and that of the culture system, the political system lags behind. As a result, there is a great variety of new social problems which is displaying a tendency towards ever-serious. Consequently, the reform of political system becomes the basic problem which would hinder the development and progress of our country if it is not timely and appropriately solved. The reform of political system is systematic, because it involves a variety of problems, many threads, great difficulty, and higher sensitivity. Furthermore, many of the problems can influence the whole situation as soon as one slight part of it is changed. Therefore, the way of reform becomes a topic of general interest. The author holds the opinion that standardizing the authority disposition between central and local state organs is not only one of the main problems of political system reform, but also the foundation of political system reform. There are many points of view of and ways to study this question. However, from the point of view of practical feasibility, it is vitally significant for us to study the administrative division between province and county and the relation pattern of state institution based on this division, so that we can understand the question of political system reform thoroughly.At present, there has already been a large number of research results about dealing with the relation of central institutions and local authorities, building of democracy at the grass-roots level, villager's autonomy, while there are few achievements concerning the relation mode between local state organs. To make matters worse, many researches still remain in stage to propose suggestion, and we are still far away from the deep academic research concerning the proposal to abolish the system of county under the control of the municipality, and increase the establishment of province and municipality directly under the Central Government in order to implement the system of the county under province.
