| Our country's social security system has initially been established, the occupation flows is also presenting the new tendency. Whether does the present social security system suit the characteristics of occupation flows in the present age? Weather does it effectively promote the normal and reasonable social mobility? This article embarks from these questions, carries out researches on social mobility characteristics of our country and social security system by using the investigation methods of literature law and case study. It proposes concrete mentality and countermeasures on our country's reform of social security system from the occupation flows perspective.The unceasing growth of the quantity of our country's occupation flows of market type, the social stratification caused by occupation mobility between social classes, the imbalanced occupation flows between regions, propose the new requests to our country' social security system, the influence of occupation mobility must be considered in order to perfect our country 's social security system. But our country's present social security system actually has the hindrance function to the occupation mobility, the main performances are as follows: Two units social security system, the unequal tax revenue system in the social security, social security singleness in view of the impoverished social class, hardly carried and transferred characteristics of social security system , ignoring benefits protection of mobile staffs, lack of social security legislation , slow development of service system of social security ,lack of policies and measures on promoting regional motilities insocial security system. In view of this condition, the author proposed that the social security universal principle is the foundation of promoting social mobility;Social security fairness principle is one momentum for promoting social mobility;The easily carried, transferred and coordinate characteristics of social security are the basic condition for realizing social mobility;Social security pattern should be renewed, social property policy should be effectively implemented;social security goal should be updated, social security reform mentality should be carried out ,such as the policy on coordinated development of long and short-term goals, and so on. The author proposed our country should establish the kind of social security system which takes social property policy as the core;takes the accumulation of flexible individual development account as the form;takes the humanized idea of easily carried, transferred and service coordinate, etc as the starting point;takes the preferential benefits of national tax revenue as the method;takes policy favors to the impoverished social class and undeveloped area as the key point;Takes the gradually advanced development with the progressive order of basic care for the aged, professional annuity, individual deposits and new type of community serve's network system for flow employeeThe innovation point of this paper lie in: 1 .Scan design ideas and measures of our country's social security from occupation mobility.2.Advocate to increase economic support for flow employee by individual develop account. |
