Improving Government's Learning Capability

Globalization has brought enormous influence to people's life all around the world. As for government, globalization makes every national government as one of "enterprise " at global market, which has challenged to the managerial ability of them severely. Introducing the learning organization theory to government's management and establishing learning government should be government's rational choice towards globalization.The learning organization theory is one of the most charming management theories in the 21st century. Learning organization theory thinks that learning capability is essential competitive ability for an organization. Applying the learning organization theory for setting up the learning government can contribute to the government's capability of constant innovation, self-adjustment and self-perfection, and can also make continuable development of the government by keeping the government's learning capability. The basic way to establish the learning government is to enhance the government's learning capability. The important point for enhancing Chinese government's learning capability is to introduce the idea of lifelong study, applying new choosing mechanism and training mode in civil servant system which must suit for enhancing the government's learning capability so that to improve comprehensive competitive ability of Chinese government under the globalization condition.
